Hi Paul
Don't dowse the internals with WD40, it will never work again!
A speedo works by generating a magnetic field which in turn 'draws' the 
disk to rotate against a spring. Any lubricant will gum it all up. There 
is probably a bit of dust, or some corrosion from condensation which is 
causing the disk to stick. Take it apart and clean as much as possible 
very carefully with a clean dry lint free cloth - don't take the needle 
off though
